Description	ALHR endorsed the submissions of Stephen Keim SC, Public Interest Advocacy Centre, Gilbert + Tobin Centre of Public Law, National Association of Community Legal Centres and Dr Patrick Emerton, amongst others, to the Attorney-General's July 2009 discussion paper and exposure draft of the bills. ALHR expressed dismay at the Government's failure to ensure that the bills protected the human rights of all Australians in accordance with those earlier submissions.
